A seminar was held regarding the climate change perception of sheep farming enterprises
Selcuk University Faculty of Agriculture Lecturer Prof. Dr. The project closing seminar was held within the framework of the TUBITAK 1001 Scientific and Technological Research Projects Support Program project titled "Determination of Typologies of Sheep Farms within the Scope of Climate Change Perception and Adaptation and Comparison of Resource Use Efficiencies According to Farmer Types", conducted by Cennet Oğuz.
Selcuk University Faculty of Agriculture Department of Agricultural Economics Lecturer Prof. Dr. In her statement at the seminar held at Konya Commodity Exchange, Cennet Oğuz said that Turkey is located in the semi-arid climate zone and Konya is one of the driest provinces. Stating that the Konya region ranks 20th in terms of provincial development level, Oğuz said, “For this reason, Konya was chosen as the study area. Konya constitutes 5 percent of Turkey's agricultural production value, 5.08 percent of Turkey in terms of the number of small ruminants, and 5.88 percent in terms of sheep assets (1,432,705). With this project supported by the Scientific and Technological Research Council of Turkey (TÜBİTAK), 69.54 percent of the sheep farming enterprises in the Konya region, which is one of the arid regions, have heard of the concept of climate change, and 30.46 percent have not heard of the concept of climate change before. According to the five-point Likert scale, the importance indexes of sheep farming enterprises' perception that climate change is a serious problem vary between 28.80 percent and 96.20 percent. While 96.20 percent of farmers stated that climate change is a serious problem on a global scale, they stated that people have a high share in this change, that negative consequences will be experienced more in the long term and will have a greater impact on agricultural enterprises. Again, farmers' importance indexes on environmental issues vary between 63.40 percent and 95.40 percent.” he said.
Stating that there are significant obstacles to the implementation of climate change adaptation strategies, Oğuz said, “Farmers' understanding of these obstacles is currently limited and it is necessary to better understand the obstacles to adaptation to climate change, as they restrict the adaptation process and reduce the adaptation capacity of farmers. In fact, according to the importance index of farmers in the research area regarding the obstacles to adaptation to climate change, the obstacles to adaptation to climate change are that inputs are too costly 96.20 percent, irrigation water problem is 93.20 percent, not having sufficient cash financing is 90.60 percent, limited farm sizes are 82.20 percent, soil fertility is 82.20 percent. The low rate was determined as 77.20 percent, and the difficulty of accessing agricultural extension personnel was determined as 71.60 percent. In addition, it was determined that most of the farmers in the research area had difficulty in understanding climate change issues or were left behind and had low adaptation capacity. Farmers need to have a clear understanding of climate change in order to apply appropriate adaptation methods and techniques. Creating a policy framework to combat climate change is important to see the context of vulnerability to climate change in identifying barriers and appropriate adaptation strategies. From this perspective, 84.60 percent of the sheep farmers in the research area stated that the strategies to be implemented to adapt to climate change and reduce the effects of climate change are quite costly. "It is important to explain the practices, the strategies and economic effects of the state and relevant institutions/organizations in this direction to farmers in a more clear and practical way." said. Stating that business performance is measured by efficiency in today's conditions, Oğuz said: “The main purpose of efficient businesses is to compete in the market. Measuring the performance of production units and identifying sources of inefficiency is a prerequisite for improving the performance of any production unit. In the study, the efficiency scores of the enterprises were revealed by data envelopment analysis. The average technical efficiency (TE) of enterprises in the research area was calculated as 62.25 percent. Accordingly, businesses must reduce the amount of input by 37.75 percent to obtain the same level of agricultural income. As business typologies change, the effectiveness of businesses changes. Pure efficiency value in enterprises was determined as 68.50 percent and scale efficiency was determined as 91.20 percent. The reason why pure technical efficiency and scale efficiency are low shows that businesses do not use their resources rationally and their management capabilities are low. As a matter of fact, in the research area, it was determined that 13 enterprises were operating effectively, 5 enterprises were less effective and 133 enterprises were inefficient. From here, it can be said that although 69.54 percent of businesses have heard of the concept of climate change, they do not take climate change into consideration in resource use and business management. In the research area, 4 different farmer types were determined according to the new technology usage situations used by farmers. As a matter of fact, only 16 of the enterprises that we call environmentally friendly and climate-friendly smart innovators (ÇİDAY) continue their activities as effective, 4 as less effective and 31 as ineffective. In other words, businesses need to reduce their variable expenses such as fertilizer, pesticides and temporary labor. Failure to use the inputs used in businesses appropriately has caused resource efficiency to be low, and failure to use the developing technology in place and time has caused technical efficiency to be low. The resource use efficiency of businesses is 2.2 percent, which is quite low. Technical efficiency, which expresses the ability of enterprises to reach maximum production with a certain amount of input, on average for enterprises, is 34.10 percent, and 51 enterprises in the group of farmers using Environmentally Friendly and Climate-Friendly Smart Innovative (ÇİDAY) technology, 42 enterprises in the group of farmers we call reserved, 30 enterprises in the worried ones and 25 enterprises in the unconcerned ones are inefficient. They continue their activities as. Addressing this situation at an institutional level presents us with the necessity of organizing different trainings for each type of farmer and taking effective measures by acting together with stakeholders.”
