As you will appreciate, the issue of the new constitution is a process of redefining the basic values, rights and freedoms of the society, beyond the process of creating a legal text. In this context, updating our country's administrative and legal system is of critical importance for the more effective functioning of democratic principles and the protection of fundamental rights and freedoms. Therefore, it is a requirement of our social responsibility as a University that we will address an important issue such as the 'new constitution' that will shape the future of Turkey. I would also like to point out that our University, with its deep-rooted history, is an institution that has always managed to be ahead and a pioneer. In this sense, it is a university that is among the best universities in Turkey and a pioneer in science, with its 70 thousand students and over 3 thousand academic staff. Because there are those who shamelessly defend the idea that there should still be an extraordinary period for constitutional change. You have a lot of time ahead of you. Do good things as long as God gives you life, but never rent your thoughts and mind. Hopefully, our country will meet a new constitution in the 'New Türkiye Century'. In this respect, by saying that the civil and liberal constitution that everyone always demands, we can actually say that it is an average of all the voices coming from the streets of all our neighborhoods.” said.Comparing the constitutional processes of Western and Eastern civilizations, Chief Advisor to the President Prof. Dr. Yavuz Atar said, “The Constitution issue has many dimensions. Although the idea of ​​a constitution emerged in the West, when we examine the principles and rules of the constitution from the beginning of Eastern civilizations and especially Islamic civilization, we see many developments here as well. When we look at the West, we see that in the process that started with the Magna Carta Libertatum document that emerged in England, today's constitutional concepts, constitutional institutions and rules have been conceptualized in the best way possible, institutions have been built and principles have emerged in the last few centuries. Because in the West, human rights, the rule of law and democracy emerged through struggle. The gains were never lost in principle. The achievements were highly institutionalized and tied to rules, and in this way they have been carried forward to the present day. In Islamic societies, there were of course wars and conflicts during the time of the Prophet, but it was not a claim against an authority, it was actually a struggle and the propagation of the divine message. Afterwards, a constitutional system was built in Medina within the framework of the divine message. In a sense, Islamic civilization could not develop because it found its first constitutional system largely ready.Today, we base our constitutionalism on the West and benefit from it. Let me tell you, as in many areas, this is not a bad thing. There are two civilizations alive today. Western civilization developed its concepts and built its institutions, while Eastern civilization could not show this development. Currently, in the context of constitutionalism, how do we ensure good governance in a country with rights and freedoms? With justice, law, balance and control. There are some developments and concepts regarding this that we can call universal. It is wrong to say that these are the property of the West. Essentially, they are the common products of all civilizations. "We need to take into account the universalized ones." he said.Underlining that the best constitution should be written for the future of Turkey, Chief Advisor to the President Prof. Dr. Atar said, “We need to compromise, think calmly and prepare the best constitution for our country in the coming period.
