Aim; The aim of the Collection and Publication Development Policy of Selçuk University Library and Documentation Department

 

 

 

  • To ensure that education-training, research-development and community service activities within Selçuk University are accurate, reliable and universal information is accessed with modern facilities
  • To determine the principles to be followed during the procurement, subscription and donation of printed and electronic publications in order to meet the information and document needs of academic and administrative staff, students and other users,
  • To ensure that the library collection is balanced, permanent and permanent
  • Deciding on priorities for collection development,
  • To use the budget allocated to the library effectively, economically and efficiently
  • The collection should include resources that support the social/cultural development of users and enable them to spend their free time
  • Collection development processes are carried out by the Library Advisory Board and the requests of Selçuk University members.

 

 

Scope; This policy covers the procedures and principles to be applied in the selection of printed books, journals, periodicals to be subscribed and electronic resources to be donated / donated or purchased to the Selçuk University Library.

Printed Resources (Books)

 

 

 

The members of Selçuk University send the bibliographic tags of the publications that are not available in the Library and that they want to be included in the Library collection to the Head of Library and Documentation Department via a cover letter or enter their requests in the Order section on the YORDAM Automation System. There is no limit to book requests. Book requests are prepared as two separate lists, Turkish and foreign language.

 

Requests from members of Selçuk University are evaluated by the Library and Documentation Department. The following principles are taken into consideration when evaluating book requests.

 

Copyright: The books to be provided must comply with the Law No. 5846 on Intellectual and Artistic Works (Annex 1).

 

Scope: The requested publications should be distributed in a balanced manner according to the subjects in line with education, research areas, cultural and intellectual needs.

 

Cost: Books to be included in the Library Collection should not strain the budget allocated to the Library.

 

Timeliness: Information sources containing the most current and valid information about Selçuk University's education, training and research fields are followed. Especially in the fields of science, technology and engineering, attention is paid to the fact that the information sources to be selected have been published in the last 5 years. In the fields of Social Sciences, old books are also included in the collection according to the feedback of the instructors.

 

Level: Since it is aimed to support the undergraduate and graduate programs and research areas carried out at the university, it is important to select books published by publishers who are well-known, reliable and competent in their fields.

 

In addition to supporting the curriculum, the books should support the thesis, project and independent research activities carried out in the departments and research centers affiliated to the Rectorate, and the condition of supporting our users culturally is taken into consideration.

 

Excess Copies: If the requested printed book is accessible in full text through existing databases, it is not provided separately in printed form.

 

Multiple copies are included in the collection in line with the following requirements.

 

  • Books that are textbooks and are used extensively,
  • Books with high borrowing rates,
  • Books that are physically worn,
  • Missing books
  • Cost

 

Periodicals

 

Members of Selçuk University send the bibliographic information of the periodicals they want to be available in the Library to the Library and Documentation Department with a cover letter. It is also determined according to the information obtained as a result of the researches carried out by the librarians to eliminate the deficiencies of the existing collection. Periodical requests and the periodical collection are evaluated by the Department of Library and Documentation at the end of each year.

 

The following criteria are taken into consideration when evaluating periodical requests

 

If the requested periodical is available in electronic media or open access, the printed version is not included in the Library collection.

 

  • The subject of the requested periodical (suitability for Selçuk University's fields of education and training)
  • Scientific quality
  • Interdisciplinary use
  • Nature of the publishing house
  • Proportion of the subject of the publication in the collection
  • Price
  • Language of publication
  • Physical properties

 

Termination of Periodical Subscription

 

 

 

Printed periodicals are evaluated by the Commission at the end of each year within the framework of the following criteria and it is decided to terminate the subscription:

 

  • Irregular and late delivery,
  • Price increases,
  • Usage,
  • Started to be published electronically,
  • Affordability,
  • Started to be published as open access.

 

Electronic Resource

 

 

 

Electronic resources consist of online, licensed and open access information resources. Electronic resources are available through subscription and/or purchase.

 

 

 

 In order to examine an e-resource in detail, trial access opportunities are investigated. Evaluation of resources that are not available for trial access is based on the information provided by the Web page or the publisher of the resource. Electronic resource selection criteria are as follows:

 

 

 

  • Relevance to the University's fields of education and research

 

 

  • IP-based and remote access

 

 

  • Compatibility with technical infrastructure and integration with other systems,
  • Providing user training
  • Providing technical support
  • User-friendly interface
  • Usage statistics during the trial access period

 

Evaluation of Available Electronic Resources

 

  • Usage statistics and changes over the years,
  • Changes in purchasing/subscription models and pricing,
  • Unit cost analysis,
  • User feedback.

 

Provision of Electronic Resources

 

The procedures for the provision of the selected electronic resources are carried out together with the relevant units, taking into account the following criteria;

 

  • The budget allocated for the provision of electronic resources, payment method and time,
  • Providing the necessary documents for the payment process (proforma, single authorized provider document, invoice).
  • Collection Development through Donation

 

Printed Resources (Books)

 

It covers the procedures for donated resources received from individuals or organizations to be included in the library collection.

 

    Collection development principles according to donated resources;

 

  • Donated resources must be in accordance with the education and research principles of Selçuk University.
  • There should not be more than 3 copies in the library (except for frequently used textbooks or basic resources and frequently read novels).
  • If there are 3 copies of the donated resource in the Library, it is separated according to the subject and departments, cataloging and classification procedures are performed and sent to the appropriate unit libraries.
  • The year of publication should not be older than the last 5 years (except rare works, literary sources, etc.)
  • They should not be worn, missing pages or photocopies.
  • Since post-1995 banderoles are mandatory, books published after 1995 must have the original banderole.
  • Binding integrity must be ensured in multi-volume works.

 

The "Donation Publication Agreement Form" is filled out and given to the donating institution or person by the Office of the Rector or the Department of Library and Documentation; a letter of thanks is written; and information about who and when it was donated is recorded in the publication.

 

When the donated publications are entered into the Library inventory, a "Movable Transaction Receipt" is issued.

 

Periodicals

 

  • Periodicals donated by individuals or institutions are accepted provided that they have been in print for at least two years, and those that are out of print are accepted based on the information needs of the users.
  • The appropriateness of the periodicals to be provided through donation to the language of education/training and research fields is taken into consideration.
  • The content of the source must comply with the Constitution of the Republic of Turkey, the Law No. 5846 on Intellectual and Artistic Works and the Higher Education Law. Pursuant to Law No. 5846 on Intellectual and Artistic Works, pirated and/or photocopied publications are not accepted or purchased.
  • Newspapers and physically worn periodicals are not included in the collection.

 

Principles Regarding Information Sources Not Included in the Collection

  • Materials reproduced by copying
  • Separate editions of book chapters and journal articles
  • Inappropriate physical condition and worn out publications
  • Periodicals that cannot be maintained
  • Publications available in the library collection (excluding highly used publications)
  • Multi-volume works whose binding integrity cannot be ensured

      Sorting Operations

 

  • Resources in the library collection that have lost their currency and value for any reason,
  • Sources that are physically worn in any way, with the exception of rare artifacts,
  • Weeding operations can be carried out based on the statistics of resources that are not used and whose usage rates are determined through the system and the book.
  • Old editions of resources with new editions available,
  • Sources whose binding integrity has deteriorated may be removed from the collection.

Weeding procedures are carried out by the "Weeding Commission" consisting of library staff and a report of the weeding process is prepared. They may be scrapped with the decision of the "Scrap Commission" established by the University administration.

 

Preservation and Binding

 

Binding is applied to protect printed information resources against wear and tear and to put the collection back into the service of the user after it is worn out due to use.
